The bill (Reg. No. 0906) stipulates preservation of the network of general educational institutions, located in the rural area and reduction of the minimum number of pupils in the class form 5 to 3 by amending the Law “On General Secondary Education”. It is suggested establish that general educational institutions that are either based on or transferred into municipal ownership can be reorganized or liquidated only by the decision of the representative body of local self-government to which they are subordinate. The respective decision in the rural area can be taken only as agreed by the territorial community of the village or township.
